Flexibilización laboral: Un análisis de sus efectos en la pobreza y la distribución del ingreso para el caso colombiano

Abstract

En este documento se discuten los posibles efectos que se podría generar en la pobreza y la distribución del ingreso, a partir de una flexibilización de las normas laborales en Colombia. Con base en una revisión de la literatura existente para el caso colombiano, el autor afirma que el análisis de los efectos sociales derivados de una flexibilización de las normas laborales es un tema relativamente inexplorado. Se senala que el carácter inelástico de la demanda de trabajo, no solo en Colombia sino en muchos otros países del mundo, hace que las reducciones del salario real, si bien podrían aumentar la ocupación, contraigan el ingreso agregado de los trabajadores o masa salarial. Un análisis de equilibrio parcial para el mercado de trabajo urbano colombiano indica que reducciones sucesivas del salario real pueden bajar la tasa de desempleo pero, a cambio de aumentos en la pobreza y la desigualdad en la distribución del ingreso. El autor concluye que el número de empleos que se podrían llegar a generar mediante la reforma laboral no reducirá de forma sustancial la tasa de desempleo, al contrario de lo que sostienen las proyecciones oficiales; en cambio, la caída en los salarios reales, a parte de deteriorar los indicadores de pobreza y desigualdad, tiene el potencial de prolongar la fase recesiva del ciclo económico.
