Abstract

Este documento contiene los diagnósticos para la destinación y gestión efectiva de fuentes nacionales, incluida una estrategia preliminar que conecta los objetivos de la NDC con las fuentes de financiación nacionales. Dentro de los principales hallazgos se encuentra i) el país no ha reducido sus emisiones de CO2 en los últimos años; ii) el financiamiento climático ha sido volátil y se ha enfocado a acciones de mitigación, no obstante, enfrenta retos de coordinación, estructuración y movilización de fondos; iii) la adaptación debe acercarse a la frontera de la práctica de gestión de los sistemas nacionales de riesgo; iv) las instituciones climáticas nacionales no están orientadas a la implementación y los intereses de los sectores reales en financiamiento climático son heterogéneos; v) escalar la financiación climática debe remover varias barreras y cuellos de botellas en materia normativa, coordinación y resolución de fallas de mercado para fomentar la participación de nuevos actores; vi) falta hacer explícitos los costos de la descarbonización para diseñar y financiar mecanismos de compensación y evitar un impacto negativo sobre el crecimiento económico; y vii) se necesita de un esfuerzo significativo para cumplir los compromisos de la NDC actualizada. Como propuesta de sectores priorizados se eligen la eficiencia energética, construcción sostenible, el sector AFOLU y la electrificación del transporte masivo.
