Evaluación de la gestión de los colegios en concesión en Bogotá 2000-2003

Abstract

El presente documento pretende establecer cuáles son las diferencias en gestión entre los dos tipos de administración (oficial y concesión) y entre los propios colegios concesionados, y evaluar los resultados del programa con respecto a los resultados en eficiencia interna, económica y calidad de la educación. Las interrelaciones entre los Procesos de gestión se analizan en el marco general de teoría de sistemas aplicado a la gestión social sobre tres tipos: i) los procesos de administración y de gestión institucional, ii) el de producción del servicio educativo, y iii) el pedagógico. Los resultados indican importantes diferencias asociadas de manera diferente al logro académico entre los colegios en concesión y los de administración oficial en cuanto a la mayor autonomía en la definición de la propuesta educativa, en el manejo del recurso docente, en la gestión de recursos, la capacidad de ajuste del proceso de producción educativa, el mejor manejo del clima escolar, la mayor influencia en el entorno socioeconómico y la mayor presión institucional de la SED.
