The use of social clauses in public procurement

Abstract

Táto práca skúma koncept zvyšovania verejnej hodnoty pomocou sociálneho verejného obstarávania. Hlavným cieľom práce je posúdiť, či sociálne verejné obstarávanie úspešne zvyšuje verejnú hodnotu. Práca sa skladá z piatich kapitol. Prvá kapitola približuje náš teoretický rámec, kde definujeme a operacionalizujeme verejnú hodnotu a teóriu verejnej hodnoty. Táto kapitola taktiež vysvetľuje koncept sociálneho verejného obstarávania a ukazuje ako koncepty ako obmedzená racionalita, neistota a informačná asymetria ovplyvňujú rozhodovanie aktérov vo verejnom obstarávaní. Druhá kapitola prezentuje náš metodologický rámec a opisuje metódy využité na zber a analýzu dát. V tejto kapitole zároveň formulujeme hlavnú výskumnú otázku, z nej vychádzajúce podotázky a hypotézy. V tretej kapitole sumarizujeme naše hlavné zistenia získané pomocou obsahovej analýzy a rozhovorov. Štvrtá kapitola je zameraná na interpretáciu zistení, ktoré sme získali. Poukazujeme v nej na význam našich zistení a ponúkame nové poznatky týkajúce sa schopnosti sociálneho verejného obstarávania zvyšovať verejnú hodnotu v kontexte Slovenskej republiky. Hoci je náročné zmerať schopnosť sociálneho verejného obstarávania zvyšovať verejnú hodnotu, naše zistenia poukazujú na to, že existujú určité faktory, ktoré pozitívne vplývajú na schopnosť sociálneho verejného obstarávania zvyšovať verejnú hodnotu. Tieto faktory zahŕňajú operačnú kapacitu zainteresovaných aktérov, ich legitimitu, podporu a snahy minimalizovať informačnú asymetriu a neistotu.
