Abstract

This paper discusses how the Congressional Budget Office constructs “synthetic firms†—businesses composed of artificial groups of workers—used in the agency’s health insurance simulation model, or HISIM2, which underlies projections of insurance coverage. Detailed information on a worker’s firm and coworkers is important for modelling whether that worker is offered employment-based insurance, because a worker’s access to such insurance depends on the collective effect of how much employees at the firm demand insurance and how much they will cost to insure.
