Conocimiento, geografía e instituciones: Una aproximación a la problemática del crecimiento en el archipiélago canario

Abstract

Se efectúa, inicialmente, un sucinto recorrido por algunos hitos teóricos de la literatura económica reciente que se consideran más significativos desde el punto de vista del análisis de la relevancia de la producción y circulación del conocimiento para el desarrollo económico, de la lógica de la localización espacial de las actividades productivas, y del papel de las instituciones y de la geografía física en el crecimiento económico. Subraya la importancia de los sistemas regionales como ejes de atracción o de rechazo para el emplazamiento de las actividades económicas, y de la predominancia de los procesos ligados al conocimiento a la hora de determinar la naturaleza de la localización económica que tiene cabida en los mismos. Asimismo, da cuenta del reciente debate habido respecto a la importancia de los factores geográficos e institucionales a la hora de explicar los problemas del crecimiento económico, haciendo hincapié en el dominio que se viene otorgando a estos últimos. A partir de estos presupuestos generales se efectúa una aproximación a la problemática del crecimiento en las Islas Canarias. Para ello establece una serie de hipótesis valorativas que intentan caracterizar la evolución histórica de la posición de Canarias en el contexto de los flujos económicos internacionales, las limitaciones intrínsecas de sus actividades productivas desde el punto de vista del crecimiento, los estrangulamientos derivados de las instituciones formales e informales imperantes, y algunas deficiencias en la orientación de las actuales políticas públicas. Finalmente, se esbozan ciertos criterios generales que debieran inspirar las políticas públicas y las estrategias privadas con el fin de estimular el crecimiento económico en consonancia con las potencialidades y las restricciones derivadas de la actual etapa de la economía mundial.
