Mobilités et politiques de transport en Allemagne et en France: Le temps des inflexions et... de solutions communes?

Abstract

Ce chapitre est consacré à la mobilité en France et en Allemagne. Il présente tout d'abord les principaux indicateurs de mobilité pour les deux pays. Il en ressort que, tant en France qu'en Allemagne, le transport individuel motorisé reste dominant. Malgré de nombreux effets négatifs sur le climat, mais aussi sur la santé et la qualité de vie, aucune mesure d'envergure n'a été décidée. Les espoirs reposent sur le progrès technologique et l'intégration de l'électromobilité. Mais cela ne résoudra pas le problème de la pénurie d'espace dans les villes ou la dépendance à la voiture pour de nombreux ménages ruraux en France. Ensuite, l'exemple empirique de Berlin montre comment les restrictions financières et temporelles affectent la volonté des conducteurs de voitures particulières de passer à des modes de transport alternatifs. Les mesures financières ont une plus grande influence que les mesures temporelles. Pour l'exemple français, les disparités régionales et la dépendance sociale à la voiture sont examinées plus finement. Enfin, les initiatives politiques actuelles des deux pays sont présentées afin d'évaluer les potentiels de changement de mode de transport.
