Abstract

Since the introduction of equal opportunities policies in Britain and in the USA researchers have tried to assess their impact both on women and, in the USA, on minority groups. Research has tended to focus on assessing the impact of the legislation on women’s earnings within that country by making before and after comparisons and controlling for other changes which might have been taking place concurrently. Since much of the legislation focuses on equal pay and earnings this is not surprising. This type of research has produced equivocal results in Britain and the USA. Some results suggest that the legislation has improved women’s earnings, others that it has had little effect. The Equal Opportunities Commission in Britain provided us with funding to explore a different approach to this issue.
