Abstract

Japan enters the 21st century in a paradoxical position. It is a nation of great wealth and of exceptional social health. It is civilized to a rare degree, a society in which people are by choice civil with each other. It aspires to change no governments, supplying aid and humanitarian support rather than arms, threats of wars, or wars to the world. But Japan is at the same time a nation prone to self-deprecation, seemingly with little national pride, unsure of its place in world affairs, selfdescribed in humble terms and described in largely negative terms abroad.
