Abstract

This chapter is an introduction to the cases that were investigated in this study and the setting in which they emerged. On the one hand, I observed the emergence of ‘blue-green’ innovation policy1 and how actors in science and industry mobilised this institutional discourse to support their local innovation efforts. On the other hand, I observed the development and combination of two innovation programmes, both seeking to develop new ‘value-added’ products from fish. One programme explored the innovative use of fermentation technology for curing fish, while the other was built on novel technology for processing ‘super-fresh’ salmon. In principle, these could be viewed as separate projects that did not have much to do with each other. Still, in practice these projects became partly integrated and partly competitive, and some of the most interesting aspects of this study are found in the interaction between these two projects, and their subsequent combination into a single brand, organised in a joint venture.
