Abstract

Se resumen brevemente algunos de los legados históricos y las nuevas oportunidades encaradas por la democracia instalada en 1980. Luego, los autores examinan la evolución del régimen político y las reglas de juego formales existentes desde 1980, y la forma en la que diferentes líderes aplicaron, desafiaron o cambiaron las reglas. Esto brinda un telón de fondo para comprender la naturaleza de las políticas públicas y la elaboración de políticas durante ese período.
