Abstract

La elaboración de políticas públicas ha estado ampliamente dominada por el Ejecutivo a lo largo de los últimos 25 años, y ha sido influida por una serie de factores políticos y estructurales, así como por las ambiciones personales de los presidentes y la percepción pública de que el país se encontraba en crisis. Aunque ciertos espacios de toma de decisiones han sido reformados en años recientes, en otras esferas la elaboración de políticas sigue siendo un proceso arbitrario e impredecible, lo que conduce a políticas de baja calidad que apenas se hacen cumplir y que son fácilmente revocadas. Y, hasta ahora, la inestabilidad del régimen político ha sido, de por sí, una traba para el desarrollo institucional de más largo aliento.
