Abstract

Chapter 3 documents that the Stevenson-Wydler Act of 1980 was not the first public policy to emphasize technology transfer from federal laboratories. In fact, history bears witness to many writings in prior decades (and centuries) that relate to the concept of technology transfer. Still, based on an analysis of information from published papers in the Journal of Technology Transfer, the concept of technology transfer remains fluid.
