Back to industrial policies with a human-centric flavor: the case of artificial intelligence

Abstract

Since 2016, a growing number of governments and public entities have been crafting national AI development plans. This wave of recent horizontal policies that contrasts with the former vertical policies is accounted for, stressing a shift toward new forms of industrial policies that introduces a new hierarchy of goals and the growing significance of ethical, legal, and socio-economic issues. The chapter focuses on a sample of cases to track the components of the policies. The conclusion emphasizes the difficulties and tensions linked to the drafting of public policies to regulate technological innovation within broad industrial policies.
