NAV by government committee

Abstract

This case study is concerned with public administration’s abuse of power to hurt financially entitled social security recipients and to hurt them legally by investigation, prosecution, conviction, and in some cases incarceration for alleged wrongdoing. The case illustrates what the outcome can be when government institutions, which are supposed to ensure that public authorities do not cause injustice and miscarriage of justice by harming individuals, do not have the competence and willingness required to do so and do not react or communicate adequately. Convenience themes included organizational possibilities for savings, status and access to commit wrongdoing, decay and chaos to conceal wrongdoing, choice of deviance based on learning, and innocence based on neutralization. A committee was appointed by the Norwegian government to investigate the fraud committed by the social security authority. The examination was at the second level of problem-oriented investigation in the maturity model.
