Freiheit von Schulden - Freiheit zum Gestalten? Die Politische Ökonomie von Haushaltsüberschüssen

Abstract

In vielen Ländern ist die Staatsverschuldung in den letzten 30 Jahren erheblich gestiegen. Es gibt jedoch Ausnahmen: Demokratien wie Schweden, Dänemark oder Kanada gelang es, dauerhaft Haushaltsüberschüsse zu erwirtschaften und ihre Staatsverschuldung abzubauen. Wie haben diese Länder die Überschüsse verwendet? Lukas Haffert kommt zu dem Ergebnis, dass die Gestaltungsfähigkeit ihrer Politik, anders als häufig versprochen, äußerst begrenzt geblieben ist: Sie investierten nicht mehr in Infrastruktur, Bildung und Familien als ihre Nachbarstaaten mit Haushaltsdefiziten.
