Familienunterstützende Dienstleistungen: Marktstrukturen, Potenziale und Politikoptionen

Abstract

Familienunterstützende Dienstleistungen können dazu beitragen, die Vereinbarkeit von Beruf, Familie und Hausarbeit zu verbessern. Die vorliegende Analyse zeichnet ein genaues Profil des deutschen Marktes und deckt die Anreizstrukturen auf, die zum großen Umfang an Schwarzarbeit bei gleichzeitig geringer Inanspruchnahme von legalen familienunterstützenden Dienstleistungen führen. Darauf aufbauend werden im europäischen Vergleich Beschäftigungs- und Einkommenspotenziale einer Erweiterung des legalen Marktes für familienunterstützende Dienstleistungen geschätzt. Um diese Potenziale zu heben, werden Reformmaßnahmen skizziert, die insbesondere auf eine Verringerung des Steuer-und Abgabenkeils für diese arbeitsintensiven Tätigkeiten zielen. Außerdem sind Maßnahmen zur Erhöhung der Markttranparenz und zur Förderung von Dienstleistungsagenturen und Selbstständigen erfolgversprechend. Die Nachfrageseite kann mithilfe eines Gutscheinsystems gestärkt werden, sodass die Entwicklung des Marktes für legale, qualitativ hochwertige Dienstleistungen gefördert wird. Eine weitere Ausweitung der steuerlichen Förderung und der Beschäftigung von Minijobbern ist ordnungspolitisch hingegen fragwürdig.
