Mindestlohnanpassung und Living Wage: Was kann Deutschland von Frankreich und dem Vereinigten Königreich lernen?

Abstract

Nach dem Mindestlohngesetz hat die Mindestlohnkommission die Aufgabe, alle zwei Jahre über eine Anpassung des Mindestlohns zu entscheiden. Neben einer Gesamtabwägung soll sie sich dabei nachlaufend an der Tariflohnentwicklung orientieren. Dieses Regelbindungselement hat sich bewährt. Das Tarifsystem geriet zwar in einigen Branchen mit niedrigem Lohnniveau unter Anpassungsdruck. Das Tarifgeschehen wurde aber nicht nachhaltig negativ beeinflusst. Die vom Bundesarbeitsminister vorgeschlagene Änderung des Anpassungsmechanismus, der eine Orientierung des Mindestlohns am Medianeinkommen vorsieht, würde diesen Erfolg gefährden und tief in die Tarifautonomie eingreifen. Erfahrungen aus Frankreich und dem Vereinigten Königreich zeigen, dass eine Umgestaltung des Mindestlohns zu einem sogenannten Living Wage (existenzsichernden Lohn) Lohnsubventionen für Unternehmen notwendig machen würde, um negative Beschäftigungseffekte zu vermeiden. Dies sollte - ebenso wie die daraus resultierenden fiskalischen Lasten - in der politischen Debatte thematisiert werden. Zudem sollte berücksichtigt werden, dass die Einführung eines Living Wage im Vereinigten Königreich im Jahr 2016 vor dem Hintergrund eines günstigen ökonomischen Umfelds auf den Weg gebracht wurde und bei ungünstiger Entwicklung eine Notbremse ("Emergency Break") gezogen werden kann.
