Umweltinnovationen und Beschäftigung

Abstract

Unternehmen kommen zunehmend unter Druck in ihren Aktivitäten auch Umwelt- und Klimaziele zu berücksichtigen. Damit gehen zusätzliche Belastungen, aber auch Marktchancen, einher. Umweltinnovationen unterscheiden sich von anderen Innovationen durch die Problematik doppelter Externalitäten. Dies erfordert den kombinierten Einsatz von umwelt- und innovationspolitischen Instrumenten, um die richtigen Anreize für derartige Innovationen zu setzen. In den vergangenen Jahrzehnten sind die Belastungen für Unternehmen aus Umweltregulierungen und -steuern und die Umweltausgaben des Unternehmenssektors gestiegen. Die Ausgaben für Umweltinnovationen haben sich hingegen nicht sehr dynamisch entwickelt. Diese gedämpfte Dynamik dürfte dazu beigetragen haben, dass in Österreich entwickelte Umwelttechnologien international an Bedeutung eingebüßt haben. Die wirtschaftliche Bedeutung des Umweltsektors ist aber dennoch gestiegen. Die Schätzungen in dieser Studie zeigen, dass die Entwicklung von Umwelttechnologien in Österreich mit positiven Beschäftigungseffekten auf Unternehmensebene einhergeht. Angesichts der Entwicklungen in Österreich und der internationalen Marktpotentiale sollte dieser Bereich verstärkte innovationspolitische Aufmerksamkeit erfahren.
