Evaluierung der Breitbandinitiative BMLRT 2017/2018

Abstract

Für Breitband Austria 2020 steht ein Budgetvolumen von 980 Mio. € zur Verfügung. Für die in den Phasen 1 (2015/16) und 2 (2017/18) initiierten Ausschreibungen wurden ca. 683 Mio. € an Fördermitteln budgetiert, wovon 467 Mio. € oder fast 68% von 173 Fördernehmern mit 692 Projekten tatsächlich in den Phasen 1 und 2 abgerufen wurden. Damit verbleibt für Phase 3 (2019/20) noch ein Fördervolumen von 513 Mio. €. Mit 265 Mio. € ging der Großteil der Fördermittel an die Programmschiene Access (257 Projekte, 26 Förderwerber), jeweils 88 Mio. € ergingen an Backhaul (171 Projekte, 21 Projektwerber) und Leerrohr (235 Projekte, 155 Projektwerber). Access-ELER spielte mit nur 25 Mio. € (29 Projekte, 9 Projektwerber) nur eine untergeordnete Rolle. Mit Abschluss der Phase 2 waren statt der geplanten 70% erst knapp 50% der budgetierten Fördermittel ausgeschüttet worden. Dies ist einerseits auf den verspäteten Start der Programme im Jahr 2015 zurückzuführen, und andererseits auf die unvollständige Ausschöpfung der jeweils ausgeschriebenen Fördermittel.
