Innovative Beschäftigungsmöglichkeiten für junge Mindestsicherungsbeziehende in Wien. Begleitende Evaluierung der Maßnahme "Back to the Future – Beschäftigung"

Abstract

"Back to the Future – Beschäftigung" bietet seit November 2016 18- bis 24-Jährigen mit Bezug der Wiener Mindestsicherung wirtschaftsnahe Beschäftigungsmöglichkeiten und unterstützt sie bei der Vermittlung auf weitere Arbeitsplätze. Die Maßnahme wird von AMS Wien, Stadt Wien und ESF finanziert und im Rahmen zweier Projekte abgewickelt. Die Implementierung erfolgte unter zeitlichem Druck, dennoch konnten die meisten Zielvorgaben erfüllt werden. Die vorgesehenen innovativen Elemente wurden in unterschiedlichem Maß umgesetzt. Die Träger nutzten die Erfahrungen für eine Adaption ihrer Konzepte, sodass nun eine verstärkte Differenzierung der Projekte der heterogenen Zielgruppe gerecht wird. Die Maßnahme erwies sich als für Frauen weniger zugänglich und wirksam als für Männer. Innerhalb von zwei Jahren ab Maßnahmeneintritt waren die Teilnehmenden insgesamt länger beschäftigt als es ohne Teilnahme der Fall gewesen wäre. Dank der ESF-Kofinanzierung war die Maßnahme für AMS und Stadt Wien in einem Zweijahreszeitraum schon für die erste Zugangskohorte mit keinen zusätzlichen Kosten verbunden. Der Mitteleinsatz verlagerte sich von existenzsichernden Leistungen zur aktiven Integration.
