Die Bedeutung der 24-Stunden-Betreuung für die Altenbetreuung in Österreich

Abstract

Seit Einführung des Pflegegeldes im Jahr 1993 stieg die Zahl der Pflegegeldempfängerinnen und Pflegegeldempfänger kontinuierlich. Zur Zeit erhalten rund 5% der österreichischen Bevölkerung Pflegegeld. Zusätzlich zu Geldleistungen können Pflegebedürftige Sachleistungen in Form von stationärer, mobiler, teilstationärer und Kurzzeitpflege erhalten, wobei der stationäre Bereich mit 74% der Nettoausgaben für Sachleistungen den größten Anteil der Mittel bindet. Zur Entlastung der Ausgaben für stationäre Pflege – aber auch um den Wünschen der Betroffenen gerecht zu werden – wurde und wird die mobile Pflege ausgebaut und ein Fördermodell der 24-Stunden-Betreuung zu Hause etabliert. Letzteres erfreut sich wachsender Beliebtheit: Waren im Jahr 2008 durchschnittlich 3.200 Förderfälle pro Monat verzeichnet worden, so erreichte ihre Zahl im Jahr 2015 bereits 21.900. Es gibt Hinweise, dass die 24-Stunden-Betreuung den Bedarf an stationärer bzw. auch mobiler Pflege hinausschiebt und etwas verringert. Damit das Modell der 24-Stunden-Betreuung allerdings zu einem nachhaltigen Modell werden kann, sind qualitätsfördernde Maßnahmen unabdingbar.
