Österreich 2025 – Gesundheit und Beschäftigungsfähigkeit. Status quo, internationale Erfahrungen und Reformperspektiven

Abstract

Die gesundheitliche Dimension der Beschäftigungsfähigkeit ist ein wichtiger Bestimmungsgrund der Qualität und Dauer der Erwerbsbeteiligung. Der vorliegende Bericht leistet einen Beitrag zur Ausarbeitung einer Strategie zur Prävention von Arbeitsunfähigkeit und zur Förderung von Beschäftigungsfähigkeit. Eine solche Strategie sollte auf drei Säulen ruhen: Prävention und medizinische Behandlung, Absicherung bei Krankheit und Arbeitsunfähigkeit sowie Aktivierung und Wiedereingliederung in den Arbeitsmarkt nach Krankheit bzw. bei gesundheitlicher Beeinträchtigung. Der erste Teil des Berichts liefert Evidenz zum Ausmaß und der Verteilung von Arbeitsunfähigkeit und gesundheitlichen Einschränkungen in der österreichischen Erwerbsbevölkerung. Der zweite Teil gibt einen Überblick über die Maßnahmen und Strategien, die in den vergangenen zwei Jahrzehnten in europäischen Vergleichsländern umgesetzt wurden. Der dritte Teil befasst sich mit der Frage der derzeitigen Gestaltung des österreichischen Systems mit besonderem Augenmerk auf den Reformen und gesetzlichen Neuerungen der letzten Jahre. Im Lichte dieser Analysen werden abschließend Problemfelder aufgezeigt und Empfehlungen zur Anpassung des österreichischen Systems gegeben.
