Oberösterreichs Wirtschaft im europäischen Wettbewerb. Erfolge, Defizite, Handlungsoptionen

Abstract

Aus einer datengestützten Bewertung der internationalen Wettbewerbsfähigkeit der oberösterreichischen Wirtschaft werden Handlungslinien und Maßnahmenvorschläge für die regionale Wirtschaftspolitik abgeleitet. Zu diesem Zweck werden international vergleichbare Indikatoren für Oberösterreich und wesentliche Konkurrenzregionen in harmonisierter Form aufbereitet und vergleichend analysiert. Benchmark ist ein Sample von insgesamt 104 ähnlich entwickelten und strukturierten Regionen in Europa, das auf Basis einer Clusteranalyse der europäischen NUTS-2-Regionen identifiziert wurde. Die Analyse der Erfolgsindikatoren stellt Oberösterreich auch im Vergleich mit ähnlich hochentwickelten, sachgüterorientierten Regionen in Europa ein gutes Zeugnis aus, lässt jedoch auch erkennen, dass die erreichte Wettbewerbsposition für die Zukunft abgesichert werden muss. Aus diesem Grund schließt eine umfangreiche vergleichende Analyse der Bestimmungsgründe der Wettbewerbsfähigkeit in sieben für eine wachstumsorientierte Entwicklung zentralen Themenfeldern an. Auf Basis der hier identifizierten Stärken und Schwächen Oberösterreichs werden Handlungsfelder für eine optimierende Standort- und Strukturpolitik aufgezeigt und Maßnahmenvorschläge in den Themenfeldern Innovation und Technologie, Bildung und Qualifizierung, Internationalisierung, Strukturwandel und Mittelstand, Arbeit und Soziales, Infrastruktur sowie Regionalentwicklung formuliert.
