Expertise zum ERP-Jahresprogramm mit Schwerpunkt "innovative Gazellen"

Abstract

Schnell wachsende Unternehmen ("Gazellen") sind ein wichtiger Träger der Dynamik einer Volkswirtschaft, insbesondere von Arbeitsplatzschaffung und der Diffusion neuer Technologien. Die Analyse der wirtschaftlichen Bedeutung schnell wachsender Unternehmen befasst sich mit den wirtschaftspolitischen Begründungen zur Förderung dieser Unternehmen und mit den Argumenten, die gegen wirtschaftspolitische Unterstützung sprechen. Demnach sind allgemeine Fördermaßnahmen wirtschaftspolitisch nicht gerechtfertigt. Die "Gazellen-Politik" sollte sich auf die Schaffung eines wirtschaftlichen Umfelds konzentrieren, welches das Unternehmenswachstum nachhaltig unterstützt, sowie darauf, bestehende Unternehmensförderungen stärker auf Wachstumsunternehmen auszurichten. Ein Überblick über Politikmaßnahmen für innovative "Gazellen" in Europa bestätigt dieses Bild. Die Programme der AWS orientieren sich sehr stark an Unternehmenswachstum; allerdings entspricht die Orientierung an wachstumsorientierten Klein- und Mittelunternehmen nicht notwendigerweise der Förderung von innovativen "Gazellen". Daher werden zwei Möglichkeiten vorgestellt, um diese schnell wachsenden innovativen Unternehmen stärker in den Vordergrund zu stellen.
