Erste Evaluierung der makroökonomischen Effekte der Steuerreform 2004/05

Abstract

Mit Hilfe seines Makromodells schätzt das WIFO die für 2005 und 2006 zu erwartenden Effekte der zweiten Steuerreformstufe 2005. Die Steuerreform 2004/05 lässt aufgrund der Stimulierung der Binnennachfrage insgesamt einen BIP-Effekt von bis zu +0,4% 2005 und bis zu +0,5% 2006 erwarten. Davon entfallen 2005 0,3 Prozentpunkte und 2006 0,4 Prozentpunkte auf die zweite Stufe 2005. Die Beschäftigung wird durch die zweite Stufe der Steuerreform in den Jahren 2005 und 2006 um rund 4.000 bis 5.000 Personen erhöht. Das Budgetdefizit steigt 2005 und 2006 um jeweils 0,9% des BIP. Langfristig können von der Senkung der Körperschaft- und Einkommensteuer, der Förderung von Forschung und Entwicklung sowie Bildung und Weiterbildung weitere positive Wachstums- und Struktureffekte ausgehen.
