Abstract

Anreizsysteme sollen dazu beitragen, oeffentliche Verwaltungen effizienter, kundenfreundlicher und dienstleistungsorientierter zu machen. Der wissenschaftliche Hintergrund hierzu ist bislang allerdings duenn, und gleichzeitig werden Verwaltungen mit der operativen Gestaltungs- und Einfuehrungsarbeit allein gelassen. Diese Betrachtung behandelt Leistungszahlungen und Zielvereinbarungen als jeweils eigenstaendige Werkzeuge und versucht, Chancen und Grenzen dieser Ansaetze zu eroertern sowie Folgerungen fuer die verwaltungsbezogene Organisationspraxis herauszuarbeiten. Eingehende Betrachtungen der ar-beitsplatzbezogenen Bedingungen und Implikationen dieser Werkzeuge einerseits und leitfadenartige Realisierungsvorschlaege andererseits sollen kritische Auseinandersetzungen besonders in verwal-tungsbezogenen Zusammenhaengen erleichtern – und Umsetzungsvorhaben unterstuetzen. Diese Ausarbeitung ist nicht nur geeignet fuer Studium und Lehre, sondern auch fuer die Praxisarbeit personalwirtschaftlicher Fachkraefte.
