Abstract

Public expenditures for supra-local social welfare services have recently been growing in a large number of German states. A significant reason for this development is the increasing number of relevant care-cases in the area of the so-called integration aids (Eingliederungshilfe) accompanied by the rapidly growing (especially personal) costs per case. In the context of a large co-operation project carried out together with the CON_SENS (Hamburg) Ifo Institute primarily tackles the partial issue on the exploitation of alternative measures for the present task assignment and financial responsibility in providing supra-local social welfare services in Saxony. In particular the present structure and responsibility of the Saxon State Welfare Association (Landeswohlfahrtsverband) – the supra-local authority for performing social welfare service in Saxony – is thoroughly analysed and some well-fitted, desirable reform options are suggested.
