Evaluation of the experimentation clause in par. 6c SGB II: Macroanalysis and Regional Comparisons (Field 4)

Abstract

Die vorliegende Studie wurde im Arbeitsbereich "Sozialpolitik und Arbeitsmärkte" erstellt und im Mai 2008 abgeschlossen. Auftraggeber war das Bundesministerium für Arbeit und Soziales. Gegenstand der Studie ist ein Performancevergleich von Arbeitsgemeinschaften (ARGEn) und zugelassenen kommunalen Trägern (zkT) nach § 6a SGB II zugespitzt in der Frage: "Was wäre geschehen, wenn deutschlandweit entweder das ARGE-Modell oder die kommunale Trägerschaft eingeführt worden wäre?" In methodischer Hinsicht basiert die Evaluation der Experimentierklausel nach § 6c SGB II auf einer Analyse der Wirkungen unterschiedlicher Formen der Aufgabenwahrnehmung im SGB II auf regionaler Ebene unter Berücksichtigung von regionalen Besonderheiten und gesamtwirtschaftlichen Wirkungszusammenhängen, darunter insbesondere interregionalen Verflechtungen sowie Substitutions-, Verdrängungs- und Mitnahmeeffekten. Ergänzt werden die multivariaten ökonometrischen Schätzungen durch Simulationen der Einkommensperspektive Arbeitssuchender sowie die Bestimmung der fiskalischen Effekte der beiden Formen der Aufgabenwahrnehmung im Falle einer deutschlandweiten Einführung einer Trägerschaft.
