Ermittlung des Verwaltungsaufwands für die Gewährung von Zulagen in der Bundesverwaltung

Abstract

Das Dienstleistungszentrum der Bundesregierung für Bessere Rechtsetzung im Statistischen Bundesamt ermittelte für das Bundesministerium des Innern und für Heimat den Verwaltungsaufwand für die Zulagengewährung nach dem Bundesbesoldungsgesetz und der Erschwerniszulagenverordnung. Hierzu wurden umfangreiche Erhebungen in der Bundesverwaltung durchgeführt und ausgewertet. Die Analyse der damit geschaffenen Datenbasis ermöglicht erstmals eine empirische Betrachtung der formellen und administrativen Umsetzung der Zulagentatbestände. Abschließend werden anhand des gemeinsamen Gewährungsprozesses für die Zulage für den Dienst zu ungünstigen Zeiten sowie für die Zulage für den Dienst zu wechselnden Zeiten mögliche Ansatzpunkte zur Reduzierung des Verwaltungsaufwands mittels Digitalisierung skizziert.
