Koordinierung von Geld- und Lohnpolitik: Was wir aus den Erfahrungen der 1970er Jahre lernen können

Abstract

Die Gewerkschaften ließen sich zunächst auf die Forderung der Politik ein, Lohnzurückhaltung zu üben. Da die Krise aber schneller als erwartet überwunden werden konnte, stagnierten die Reallöhne, während die Unternehmensgewinne explodierten. Zusätzlich gerieten die Gewerkschaften dadurch in Zugzwang, dass es im September 1969 zu "wilden Streiks" kam. Dabei setzten die Beschäftigten auf Betriebsebene Lohnerhöhungen außerhalb der Tarifrunden durch. Es kam zu einer deutlichen Lohndrift: die tatsächliche Lohnentwicklung eilte der Tariflohnentwicklung davon. Diese Tendenz hielt auch in den frühen 1970er Jahren noch an. Um die Kontrolle über die Lohnentwicklung zurückzugewinnen, sahen sich die Gewerkschaften gezwungen, eine lohnpolitische Offensive zu starten. Anfang 1974 fiel dem Öffentlichen Dienst eine Vorreiterrolle in den Tarifverhandlungen zu.
