Arbeitszeitpolitik: Die neuen tarifpolitischen Herausforderungen

Abstract

Die Arbeitszeitpolitik ist auf die tarifpolitische Agenda zurückgekehrt. Auf der einen Seite streben Arbeitnehmer mehr Zeitsouveränität an, auf der anderen Seite müssen Unternehmen immer flexibler auf Kundenanforderungen reagieren. Dabei können Konflikte entstehen, deren Entschärfung in erster Linie Aufgabe der Betriebsparteien ist. Die Tarifpartner können die Betriebsparteien durch tarifliche Rahmenregelungen unterstützen, die den Spielraum der Betriebe nicht einengen. Erste Schritte waren Arbeitszeitregelungen im Rahmen sogenannter Demografietarifverträge. Gegenwärtig folgen Optionsmodelle, bei denen zwischen höherem Entgelt und mehr Freizeit gewählt werden kann. Ein weiterer Schritt wäre, in Tarifverträgen lediglich einen Arbeitszeitrahmen vorzugeben, in dessen Bandbreite die Betriebe ihre Arbeitszeiten mit ihren Beschäftigten individuell und frei ausgestalten können. Je unbürokratischer dies umgesetzt werden kann, umso größer dürfte auch die Akzeptanz tariflicher Regeln bei den Unternehmen sein.
