Die Dienstleistungsgewerkschaft ver.di: Tarifpolitische Entwicklungen und Herausforderungen

Abstract

Im Jahr 2001 schlossen sich fünf Gewerkschaften zur Vereinten Dienstleis­tungsgewerkschaft (ver.di) zusammen. Fünfzehn Jahre nach der Gründung fällt die ver.di-Bilanz eher gemischt aus. Die Anzahl der Mitglieder sank um 27 Prozent und die Tarifbindung ging in einzelnen Tarifbereichen spürbar zurück. So sank der Anteil der tarifgebundenen Arbeitnehmer im westdeutschen Handel von 69 Prozent im Jahr 2000 auf zuletzt 42 Prozent. Darüber hinaus geriet die Organisation durch die Bildung von Spartengewerkschaften unter Druck und sie musste sich vermehrt Forderungen der Arbeitgeber nach Veränderungen der Manteltarifverträge stellen. Die Gewerkschaft reagierte mit einer expansiveren Tarifpolitik, die mit einer Zunahme der Arbeitskämpfe einherging. Entstehende Konflikte wurden dazu genutzt, neue Mitglieder zu gewinnen. Tatsächlich hat sich der Mitgliederrückgang in den letzten Jahren verlangsamt und es gelang in vielen Tarifbereichen, wieder Anschluss an die allgemeine Lohnentwicklung zu finden.
