Mitgliederentwicklung und politische Einflussnahme: Die deutschen Gewerkschaften im Aufbruch?

Abstract

Die Gewerkschaften befinden sich in Deutschland offenbar im Aufwind. Auswertungen der Allgemeinen Bevölkerungsumfrage der Sozialwissenschaften (ALLBUS) zeigen, dass der Netto-Organisationsgrad der Gewerkschaften zuletzt auf 20,6 Prozent angestiegen ist. Gegenüber dem Tiefstand im Jahr 2006 bedeutet das ein Plus von 2,6 Prozentpunkten. Außerdem gelang es den Gewerkschaften, aus dem politischen Abseits herauszutreten, in das sie sich mit ihrer Opposition gegen die Agenda 2010 selbst hineinmanövriert hatten. Ob diese Erfolge anhalten werden, ist aber keinesfalls sicher. Eine Analyse der Mitgliederstruktur zeigt, dass der Organisationsgrad von Männern, Vollzeitbeschäftigten und Älteren überdurchschnittlich gestiegen ist. Der jüngste Mitgliederzuwachs hält aber nur an, wenn die Gewerkschaften auch vermehrt Frauen, Teilzeitbeschäftigte und Jüngere organisieren.
