Zur Liberalisierung der Flughafen-Bodendienste

Abstract

Die Bodendienste auf den Flughäfen bilden ein wichtiges Element des Luftverkehrs. Hier hat der Wettbewerbsgedanke jedoch noch nicht in gleichem Umfang Einzug gehalten wie im Bereich der Fluggesellschaften. Die Europäische Union hat im Jahr 1996 eine Richtlinie für die Bodendienste verabschiedet, um die traditionell monopolistischen Strukturen an den Flughäfen aufzubrechen. Dabei wurden allerdings nicht alle Wettbewerbshürden beseitigt. Mit einer Verordnung, deren Entwurf im Herbst 2011 vorgelegt wurde, unternimmt die Europäische Kommission nun einen neuen Anlauf zur Durchsetzung eines reibungslos funktionierenden Marktes für die Bodendienste. Dabei sollen auch die Zulassungsverfahren für die Diensteanbieter europaweit harmonisiert werden.
