Arbeitskräftemangel und Zuwanderungssteuerung

Abstract

Die Zuwanderungsgesetzgebung in Deutschland verzichtet weitgehend auf ökonomische und arbeitsmarktbezogene Kriterien zur Steuerung. Dabei hängen sowohl der Wohlfahrtsgewinn als auch die Höhe der Integrationskosten stark von der Humankapitalausstattung der Migranten ab. Ausgehend von der Überlegung, dass die unmittelbare Arbeitsmarktintegration entscheidend dafür ist, welcher ökonomische Nutzen für das Aufnahmeland zu erwarten ist, wird ein Modell der arbeitsmarktgesteuerten Zuwanderung entwickelt. Im Mittelpunkt stehen die Identifikation und quantitative Abschätzung von Arbeitskräfteknappheiten in einem Spektrum von über 300 Berufen. Die Analyse berücksichtigt darüber hinaus die Dynamik der Beschäftigungsentwicklung und die qualifikatorische Struktur von potenziell zuwanderungsgeeigneten Berufsbereichen. Die empirische Auswertung zeigt, dass trotz hoher Arbeitslosigkeit im September 2002 ein Arbeitskräftemangel in einer Größenordnung von bis zu 23.000 Personen bestand.
