Arbeitsmarkt und Bildung am Standort Deutschland: Bewertung und Reformbedarf im Spiegel einer Unternehmensbefragung

Abstract

Eine Umfrage des Instituts der deutschen Wirtschaft Köln bei 633 Unternehmen kommt zu dem Ergebnis, dass die Qualität des Standorts Deutschland nur in wenigen Teilbereichen positiv bewertet wird. Solche Stärken gibt es noch im dualen System der Berufsausbildung, in der Weiterbildung und im Hochschulbereich. Als Negativposten werden neben den hohen Löhnen und Lohnzusatzkosten vor allem der unzureichend flexible Arbeitsmarkt sowie das allgemein bildende Schulsystem genannt. Die ungenügende Ausbildungsfähigkeit zahlreicher Schulabsolventen, die von den ausbildenden Betrieben seit langem gesehen wird, ist jüngst durch die Befunde der PISAStudie bestätigt worden. An der Spitze der von den befragten Firmen favorisierten Reformen stehen deshalb neben dem Abbau der Lohnzusatzkostenlast eine intensivere Vermittlung grundlegender Kulturtechniken durch die Schule sowie eine verbesserte Lehrerausbildung.
