The ‘Invisible’ Source of ‘Alternative’ Energy Comparing Energy Conservation Performance of the East and the West

Abstract

This paper attempts to provide a comparative perspective on energy conservation performance of the advanced market‐economy countries and the European socialist countries. An attempt is made to identify the common and different characteristics of the demand response of the two systems both to the first and the second oil price explosions. The first part of the paper is devoted to the analysis of the advanced‐market economies' experiences. The second part discusses the policy responses of the socialist countries. The paper concludes with a comparison of the conservation performance of the two groups of countries. Cet article présente une comparaison des résultats obtenus dans le domaine de la conservation de l'énergie dans les pays à économie de marché avancée et les pays socialistes d'Europe. Il tente d'identifier, dans les deux systèmes, les caractéristiques similaires et divergentes suscitées par la première et la seconde montée en flêche des prix du pétrole. Dans un premier temps, l'article fait l'analyse des résultats obtenus dans les pays à économie de marché avancée et, en second lieu, discute des résultats de la politique appliquée dans les pays socialistes. L'article se termine par une comparaison des réalisations en matière de conservation d'énergie. Este artículo analiza comparativamente los resultados de los esfuerzos para conservar energía en los países desarrollados de economía de mercado y los países europeos de economía planificada. Se pretende definir las caractaristias comunes y las diferencias de la demanda de energía en respuesta a los cambios drásticos en los precios de energía. Se analizan por separado los resultados en los dos diferentes sistemas económicos y se concluye con una comparación de los mismos.
