Climate‐resilient water infrastructure: A call to action

Abstract

The effects of climate change have put tremendous stress on our existing water infrastructure and necessitate rethinking of how we govern and manage these systems. This commentary is a call to action for placing a holistic understanding of climate resilience at the center of water governance, understanding and approaching the issues as contextual and interdisciplinary in nature. Drawing from experiences from the Netherlands and the United States, this commentary outlines climate adaptation as policy dilemma and the role and characteristics of engineering, nature‐based, and community‐focused approaches. It concludes with some thoughts on pathways forward and an invitation for future research and dialog. 气候变化的影响为现有的水基础设施带来了巨大压力,我们必须重新思考如何治理和管理这些系统。本篇评论文呼吁采取行动,将“对气候适应能力的全面理解”置于水治理的中心,同时理解和应对具有情境性质和跨学科性质的问题。本文借鉴荷兰和美国的经验,概述了作为政策困境的气候适应,以及工程方法、基于自然的方法和以社区为中心的方法的作用和特征。本文最后提出了对前进道路的一些思考,并邀请进行未来研究和对话。 Los efectos del cambio climático han ejercido una enorme presión sobre nuestra infraestructura hídrica existente y requieren repensar cómo gobernamos y gestionamos estos sistemas. Este comentario es un llamado a la acción para colocar una comprensión holística de la resiliencia climática en el centro de la gobernanza del agua, entendiendo y abordando los problemas como de naturaleza contextual e interdisciplinaria. A partir de experiencias de los Países Bajos y Estados Unidos, este comentario describe la adaptación climática como un dilema político y el papel y las características de los enfoques de ingeniería, basados en la naturaleza y centrados en la comunidad. Concluye con algunas reflexiones sobre los caminos a seguir y una invitación a futuras investigaciones y diálogos.
