Erfolgsfaktoren von Budgetkonsolidierungsstrategien im internationalen Vergleich

Abstract

Die weltweite Finanzmarkt- und Wirtschaftskrise brachte in vielen Ländern einen starken Anstieg der Staatsverschuldung mit sich, der in Zukunft vermehrt Konsolidierungsanstrengungen notwendig machen wird. In der Vergangenheit erwiesen sich Konsolidierungsstrategien, die sich vor allem auf Ausgabenkürzungen konzentrierten, als nachhaltig, während überwiegend einnahmenbasierte Strategien weniger erfolgreich waren. Auch geeignete institutionelle Rahmenbedingungen, wie z. B. budgetäre Ausgabenobergrenzen, tragen zu einem nachhaltigen Konsolidierungserfolg bei. Umstrittener sind die kurzfristigen Wachstumseffekte von Budgetsanierungsprogrammen. Empirische Studien finden neben kontraktiven ("keynesianischen") Wirkungen unter bestimmten Bedingungen auch expansive ("nicht-keynesianische") Effekte von ambitionierten Konsolidierungsprogrammen.
