Entwicklungen in der österreichischen Landwirtschaft bis 2013

Abstract

Im Jahr 2005 wurden in der Agrarpolitik wichtige Weichen für die europäische Landwirtschaft gestellt. Pauschale Zahlungsansprüche der landwirtschaftlichen Betriebe lösten die bisher an die Produktion gekoppelten Direktzahlungen ab. In der zweiten Jahreshälfte beschloss der Europäische Rat die Reform der Zuckermarktordnung. Zudem wurde ein Kompromiss über den Finanzrahmen der EU bis 2014 erzielt. Damit sind bedeutende Rahmenbedingungen der Agrarproduktion für die kommenden Jahre festgelegt. Treffen die Annahmen über weitgehend gleich bleibende Agrarstützungen aus dem Haushalt der EU und aus nationalen Mitteln zu, so werden die durchschnittlichen Pro-Kopf-Einkommen real stabil bleiben, wenn der Strukturwandel im bisher beobachteten Ausmaß anhält.
