Langfristige Tendenzen der Einkommensverteilung in Österreich

Abstract

Wie in den meisten Industriestaaten hat auch in Österreich in den letzten Jahrzehnten die Ungleichheit der funktionellen und personellen Einkommensverteilung zugenommen. Nach einem Anstieg der Lohnquote in den siebziger Jahren sank der Lohnanteil am Volkseinkommen seither vor allem durch den Anstieg der Arbeitslosigkeit und die starke Zunahme der Vermögenseinkommen deutlich. Innerhalb der Lohneinkommen wurde die Verteilung seit der zweiten Hälfte der siebziger Jahre und vor allem seit Mitte der neunziger Jahre merklich ungleicher: Der Anteil des obersten Einkommensquintils an den Gesamteinkommen erhöhte sich markant. Die Umverteilungswirkung des Sozialstaates durch direkte Steuern und Transfers hatte aber zur Folge, dass sich die Ungleichheit der verfügbaren Nettohaushaltseinkommen kaum ausweitete.
