Verkehrspolitische Instrumente für einen nachhaltigen Kraftfahrzeugverkehr

Abstract

Die Verkehrspolitik strebt die Beseitigung von Engpässen im Straßennetz, die Sicherung der Finanzierung von Infrastrukturinvestitionen und eine Verringerung der Umweltbelastungen und Unfallkosten des Straßenverkehrs an. Die Mineralölsteuer bietet sich nicht nur als eine mit geringem Aufwand einzuhebende Generalmaut für das gesamte Straßennetz an, sie ist auch eine Umweltabgabe, die einen ökonomischen Anreiz zur Senkung der CO2-Emissionen gibt. Dazu bedarf es jedoch einer gemeinschaftlichen europäischen Lösung ebenso wie zur Herabsetzung der Höchstwerte für Schadstoff- und Lärmemissionen und für den Kraftstoffverbrauch von Kfz. Die Zahl der Unfallopfer konnte vornehmlich durch fahrzeugtechnische und straßenpolizeiliche Auflagen gesenkt werden. Österreichs Unfallbilanz ist jedoch ungünstiger als etwa die der Schweiz.
