Auswirkungen der Kindergeldregelung auf die Beschäftigung von Frauen mit Kleinkindern. Erste Ergebnisse

Abstract

Anfang 2002 traten die Bestimmungen für das Kinderbetreuungsgeld in Kraft. Die Maßnahme sollte u. a. die Erwerbsbeteiligung von Frauen mit Kleinkindern gegenüber der zuvor geltenden Karenzgeldregelung erhöhen. Die hier vorgestellten empirischen Befunde zeigen jedoch, dass das Gegenteil eingetreten ist: Zwar verbringen Frauen mit Kleinkindern nun weniger Zeit in einem finanziell ungesicherten Status, doch ging auch ihre Erwerbsbeteiligung und dabei vor allem ihre aktive Beschäftigung zurück. Besonders stark zogen sich junge Frauen, Frauen mit mehreren Kindern und Frauen mit geringen Erwerbseinkommenschancen aus dem Arbeitsmarkt zurück. Im Gegenzug zur längeren Inanspruchnahme der Transferleistung durch Mütter reduzierte sich zudem jene durch die Väter.
