Europäischer Sozialfonds und Arbeitsmarktpolitik

Abstract

Seit 1995 werden in Österreich arbeitsmarktpolitische Maßnahmen mit Mitteln des Europäischen Sozialfonds (ESF) gefördert. Der ESF hat die Aufgabe, den Strukturwandel durch die Förderung von Humankapital aktiv zu unterstützen. Da sich die Europäische Union ausschließlich über den ESF auch finanziell an der Arbeitsmarktpolitik der Mitgliedsländer beteiligt, kann sie über den ESF stärkeren Einfluß auf die nationalen Strategien ausüben als im Rahmen anderer beschäftigungs-, sozial- und arbeitsmarktpolitischen Aktivitäten auf Gemeinschaftsebene. Die ESF-Interventionen beruhen auf dem Konzept der individuellen Vermittelbarkeit. Dieser Ansatz bildet allerdings nur einen Pfeiler der europäischen Beschäftigungs- und Arbeitsmarktstrategie.
