Who Works for Economic Development in the Local Community?

Abstract

Why is it important to know where the authority for local economic development resides among public organizations, private organizations, and public-private organizations? Understanding local organizations as actors to implement development policies and programs has obvious significance for development priorities and success in communities. From the results of a national survey in 2009, this study found that public organizations were the most dominant actor for county economic development, and public-private organizations were the second. Also, counties with an economic decline and a reformed form of government relied more on public-private organizations to promote favorable economic conditions, while those with stronger environmental interests chose public organizations as the active actor for county economic development.
