Abstract

Teague P. and Henderson J. (2006) The Belfast Agreement and cross-border economic cooperation in the tourism industry, Regional Studies 40, 1-14. This paper examines the impact of the Belfast Agreement on north-south economic cooperation in Ireland, using the tourism industry as a case study. The first part of the paper sets out the suggested benefits that may arise from greater economic and business connections between both parts of the island. It also develops a policy framework that the authors believe is established by the Agreement to achieve these benefits. A number of propositions are developed to assess under what conditions the potential benefits from greater cooperation will actually materialize. The second part explores the case-study evidence. The paper concludes by arguing that although advances have been made towards greater cooperation, these new initiatives, for the most part, have not been of a deep or strategic kind. The 'minimalist' character of Strand Two of the Agreement suggests that no big 'institutional push' is likely to emerge to change this situation. Teague P. et Henderson J. Dans un deuxieme temps, on examine les preuves provenant de l'etude de cas. Pour conclure, l'article cherche a affirmer que, bien que l'on fasse des progres vers une cooperation plus importante, toujours est-il que ces nouvelles initiatives n'ont ete, dans une large mesure, ni approfondies, ni strategiques. Le caractere 'minimaliste' du deuxieme chapitre de l'accord suppose qu'il est peu probable qu'aucune 'campagne institutionnelle' se fasse jour afin de changer cette situation. Dieser Aufsatz untersucht die Auswirkung des Belfaster Abkommens auf die wirtschaftliche Zusammenarbeit des Nordens und Sudens von Irland, wobei die Fremdenverkehrsindustrie als Fallstudie dient. Der erste Teil des Aufsatzes stellt die angedeuteten Vorteile dar, die sich aus verstarkten Wirtschafts- und Geschaftsverbindungen zwischen den beiden Teilen der Insel ergeben konnten. Er entwickelt auch einen Grundsatzrahmen, der nach Ansicht der Autoren vom Abkommen zur Erlangung dieser Vorteile festgelegt. Es werden eine Anzahl Vorschlage zur Beurteilung unterbreitet, unter welchen Umstanden sich potentialle Vorteile durch verstarkte Zusammenarbeit tatsachlich erreichen liessen. Der zweite Teil des Aufsatzes untersucht die Ergebnisse der Fallstudie. Der Aufsatz schliesst damit, mit der These, dass, Schritte zu verstarkter Zusammenarbeit unternommen worden sind, diese neuen Initiativen grosstenteils weder tiefgreifend noch strategischer Natur gewesen seien. Der 'minimalistische' Charakter des zweiten Planke des Abkommens legt nahe, dass kein 'institutioneller Vorstoss' zu erwarten ist, der die Situation verandern wurde. Mediante el caso practico de la industria turistica, en este ensayo examino el impacto del Acuerdo de Belfast en la cooperacion economica norte-sur en Irlanda. En la primera parte del articulo describo los beneficios sugeridos que podrian surgir a partir de una mayor conexion economica y comercial entre ambas regiones en la isla. Asimismo desarrollo una estructura de politicas que, segun los autores, el Acuerdo establece para llegar a alcanzar estos beneficios. Expongo una serie de proposiciones para evaluar en que condiciones se materializaran los posibles beneficios a partir de una mayor cooperacion. En la segunda parte del articulo estudio las pruebas del caso practico. Termino sosteniendo que aunque se ha progresado hacia una mayor cooperacion, estas nuevas iniciativas no han sido en su mayor parte ni exhaustivas ni estrategicas. El caracter 'minimalista' de la segunda parte del acuerdo sugiere que no es probable que surja un mayor 'impulso institucional' para cambiar esta situacion.
