Abstract

Zusammenfassung Die vergangenen Jahre haben die Kehrseite des deutschen Exportmodells verdeutlicht, die Abhängigkeit Deutschlands von seinen Handelspartnern. Besonders schmerzhaft ist dies gegenwärtig gegenüber Russland und potenziell gegenüber China. Insofern scheint es naheliegend, den deutschen Außenhandel auf demokratische Länder zu konzentrieren. Doch gleichgültig welchen Maßstab man wählt, die demokratische Welt ist klein und ihr Gewicht nimmt auch nicht zu. Zudem sind die weniger demokratischen Länder tendenziell ärmer, sodass der Handel eine spezifische Struktur aufweist. Es dominiert der Import von Rohstoffen, die in Deutschland und Europa kaum verfügbar sind. Entsprechend hoch wären die ökonomischen Kosten solch einer Selbstbeschränkung.
