Abstract

Zusammenfassung Der Beitrag diskutiert den verfassungsrechtlichen Rahmen für eine Reform der Konjunkturkomponente der grundgesetzlichen Schuldenbremse. Diese Komponente ermöglicht es, konjunkturelle Entwicklungen bei der Bestimmung der zulässigen Höhe der Staatsverschuldung zu berücksichtigen. Bei ihrer Ausgestaltung sind vielfältige Abwägungen zur Bestimmung der konjunkturellen Normallage zu treffen, insbesondere im Hinblick auf die Vereinbarkeit von Familie und Beruf, das Ausmaß der Teilzeitarbeit und das Renteneintrittsalter. Diese Entscheidungen sollten von der parlamentarischen Gesetzgebung getroffen werden, die dabei über einen erheblichen Gestaltungsspielraum verfügt.
