Abstract

Zusammenfassung Im Juni 2016 legte die Bundesregierung fest, in Deutschland vorerst die kommerzielle Gasförderung durch Fracking zu verbieten und delegierte die Genehmigung zu Forschungszwecken an die Länder. Wie viele andere Großprojekte scheitert Fracking mutmaßlich unter anderem an mangelnder gesellschaftlicher Akzeptanz. Dieser Beitrag geht der Frage nach, ob die Akzeptanz von Fracking tatsächlich so niedrig ist oder ob die Debatte von wenigen Meinungsvertretern ideologisiert geführt wird. Zudem evaluiert dieser Beitrag die Wirkung von akzeptanzsteigernden Maßnahmen als Lösung gesellschaftlicher Akzeptanzkonflikte. Zur Messung der Akzeptanz und der Wirkung akzeptanzsteigernder Maßnahmen kommt die Discrete Choice Experiment-Variante SADR (Separated Adaptive Dual Response) zum Einsatz, die sich besonders eignet, wenn eine überwiegend ablehnende Haltung oder ein hoher Grad an Heterogenität in der Akzeptanz erwartet wird. Die Ergebnisse bestätigen eine geringe Akzeptanz für Fracking. Jedoch lässt sie sich durch geeignete Pakete von akzeptanzsteigernden Maßnahmen substantiell erhöhen.
